Sad returns for retailers from Holiday Season

Retailers in US will incur roughly $8 billion from returns, some of them fraudulent - with counterfeit receipts and stolen goods. This is according to a new company Clear Returns which is tracking data on returns.
What is disturbing is the wear and return (they borrow the items and return to the store after using during the holidays!!) category which is nearly 2/3 of the returned cases. Of the category surveyed, they reported that 10% do so on a regular basis.
So far retailers have not taken steps to stem the fraud. Some merely ask ID for return.
How come the liberal return policy at US retailers is being abused?
The retailers have a way of adding this loss to their cost?
Do the PHL retailers have a better fraud less return policy? Are PHL retailers better off?
What do you think of this unethical consumer behavior? Or is this not unethical at all?
