Mastermind: Lola Wais
Modus Operandi:
1. Lola Wais gathers patients for admission through her own "sweepers".
2. She studies their admitting referrals and schedules them.
3. A payment package will be arranged with each patient.
4. She gets a fee for her service with a promise that the patient will only spend a certain amount of money, and the package already includes her fee.
5. Collects the patients available cash on hand.
6. She then accompanies the patients to the different hospitals, and claims to be the patient's relative.
7. She assists the patient as they are admitted and treated. 
8. After the patient is treated, the patient will not have any money to pay and point out that "Lola Wais" is arranging payment already. 
9. After a certain amount of days, Lola Wais, will request for the release of the patient, citing the "Anti-Detention Law". 
10. If she is not successful, she will hire a "so called" lawyer to send a letter to the hospital demanding the release of the patient.
11. If needed, they will write a letter to the DOH, or media, again citing the Anti Detention Law. 
12. The hospital is forced to release the patient.  Lola Wais is paid and even leaves some money for home meds to the patient.

Upon birth, the right big toe print is scanned. This now appears in all identification documents of the individual. eg. ID's, Licenses, Passports, credit cards etc..
